2. The completed submission plan includes but is not limited to the following documents:
（1）Plan content (the content must at least include: introduction of the unit, introduction of key members, technology/product/service functions and advantages, market estimation, current RESEARCH and development, quarterly research and development/service progress after entering the incubator, quarterly number of staff, quarterly expenditure and income budget, etc.);
（2）Id cards and educational certificates of major enterprise members;
（3）Patent certificate (if any);
（4）Company documents (such as the company's certificate of registration, articles of association).
3. HHHLED Enterprise security interview
4. The evaluation committee approves the entry
5. Notify the approval result
